ACS makes use of a lot of dependencies, in the previous years, ACS has made efforts to track the external dependencies through Maven, but has relied on the packaged (inside JAR files) license information to comply with licenses' requirements.
An idea that came from ACS community (Thanks Hasmik!) was to take advantage of the report functionality of Maven to obtain the license information in a convenient format.
The consequence of this is that we need small modifications to acs-pom.xml and the pom files of the child modules that patches any third party dependency.
